I assume the reason why GP is asking is beacuse they want to be able to distribute a repository, i.e have people know where it is. Without a git host then you need to run a http/ssh server from your computer, which isn't an option for many people. And then you'd still need a website to list a link to it, if you want people to find it at all. And that website is just as liable to receive a DMCA for listing the allegedly infringing content, just like torrent sites are.
