I know they aren't a financial institution in the traditional sense but they accept and hold USD while also facilitating transactions with other users. I'm not saying that they need to have financial guarantees, but it seems like accommodating and responding to refund requests should be something they do given many retail stores, under the law, are subject to similar policies.
