Page swapping seems like it makes a lot of sense to include in the load average. Disk I/O seems like something more towards the opposite end of the spectrum, though TASK_KILLABLE (https://lwn.net/Articles/288056/ https://lwn.net/Articles/288056/) presumably mitigates this where used.
