Just because an item is totally legal to have in China and legal to carry into China on your person doesn't mean you can bring it in for profit in such a scheme

Just because an item is totally legal to have in China and legal to carry into China on your person doesn't mean you can bring it in for profit in such a scheme. There are borders where you can carry through alcohol, petrol and tobacco for personal use but people who make a living off of it are breaking the law. Of course in the first world all you get is a fine and get your contraband confiscated which just sets you back a month or two, but risking that in China..?
