Well, the legal system's that state that buying and/or selling a restricted or illegal item is punishable by law. I'm not familiar with the laws of every jurisdiction on the planet in this particular manner. I'll admit I'm assuming that in cases where it is illegal to possess the item it is also likely illegal to sell said item. But I'm sure there are exceptions to the rule.
