Wealthy families have the time and resources to deal with a heavier academic work load, but less wealthy families don't. In practice the French immersion programs have become a sort of private school within the public system where rich people try to put their kids in it to try to give them an edge over anyone else. A main issue is that there's seems to not be enough French teachers to expand the French immersion program to make it more accessible to everyone.
