  It has nothing to do with Quebec. These warrants can be issued anywhere in Canada and in many countries (https://en.wikipedia.org/wiki/Anton_Piller_order#Canada https://en.wikipedia.org/wiki/Anton_Piller_order#Canada).

    Actually it does, in Quebec it's a civil law, in the rest of Canada its a common law, big difference.
