"Just keep working" is what you're saying, but it highly depends upon what kind of 'work' you're doing, and how you're doing it. Politics, and human nature gets in the way of that whole notion that those who deserve a promotion, get one. Guidelines probably won't help with that, but its always good to demand anyways.
