If everyone else is driving a scooter too, you're much less likely to get hurt in a crash, or to have a crash, because the energies are much lower and the speeds are much lower (low speeds make it easier to avoid crashes). Also, momentum is a real thing. Getting hit by a scooter at 10mph isn't nearly as bad as getting hit by a truck at 10mph.
