Mueller might come back and say "we discovered some inappropriate behavior, but nothing that can be effectively prosecuted". It's also possible that the investigation discovers wrongdoing that does not implicate Trump, even if it does implicate some of those in his cabinet or campaign. Finally, even if Trump "goes down" Pence will simply replace him and continue a nearly identical agenda except he'll be relatively competent.
