Personally, I would choose Spring Boot + Angular 4 for a project like this. Lots of functionality automatically configured "out of the box" (DB access, security, JSON object mapping) and a rich set of UI components available with Angular such as Prime-NG (https://www.primefaces.org/primeng/#/ https://www.primefaces.org/primeng/#/)
