Very vague but I think the author is referring the problem IFTTT, workflow, etc. solve. i.e. The problem pipes/etc. were meant to solve in Unix. Talking to other applications easily. I'm not super fans of M$, but they made it REALLY nice to share things in Windows 8's universal UI. Apple seems to have done similar, but I'm always a little annoyed that it's not a faster experience (an hence more fluid) What a "language" would be other than some kind of contract or spec, I'm not sure.
