I'm not aware of any cases of the State denying rental housing based on race, so I don't really see any double standard. There's certainly some individuals in the gov't that hold and voice racist views, but while that's pretty gross, and a good reason to vote against them, it isn't really relevant here. If the woman had just said "I hate Asians", she wouldn't have been subject to any legal troubles (though she'd hopefully received a good dollup of social opprobrium). So again, I don't really see any double standard.
