The insinuation is that this person has to live in their car because of Uber. If you can't get another job, isn't Uber helping you by giving you some kind of income instead of the other possibility which is 0 income?
As for the 2nd question, if your house is your car then shouldn't that be easy? You have money to drive other people around, why wouldn't you have money to drive yourself somewhere?
