Management of Heterogeneous internal systems?

We run a lot of different applications which is difficult for our devops team to manage. Each system has their own hosts, different stop/start scripts, different distribution, inconsistent monitoring, different locations for log files etc. When there is a problem or maintenance there is a high overhead due to required knowledge of each specific application. Do you know of any good high level tools to manage different apps? or APIs to implement to help with this? Even standards.
