I have a feeling that in some cases less efficient manufacturing and more individually replaceable parts will be more damaging to the environment. what worries

I have a feeling that in some cases less efficient manufacturing and more individually replaceable parts will be more damaging to the environment. what worries me most is who is to decide what parts of a product must be user replaceable or replaceable at all? Does the piece have to comprise a certain percentage of the device or will the separate it down to only specific components? Components being battery, screen, and logic board.
