It may be a bad economy, but the people looking for jobs are still skewed to the incompetent end of the spectrum. That might correspond to looking for the top 25% of programmers. I wouldn't consider anyone who couldn't come up with working code to reverse a list in an hour anything like a peer, and I'd only consider hiring them for easy work if they were cheap or had some other specific expertise.
