I'm betting it's the latter. Developers rarely show up at 9. They often appear lazy. But guess what? While you're long gone, they're often working through the night. It sounds like you just want a corporate worker drone developer who shows up in the office 9-5 and files his TPS reports. You sound like an absolute nightmare to work with.
