I've also had my share of encounters with such people, so I can relate to what you're saying here. However: I strongly suspect the reason for both generalizations to exist is the fact that we as humans tend to remember the extreme encounters the most - the obvious observation being that the Dunning-Kruger effect applies to all ages.
