It's a more general attitude, and it's called Autarchy (you may know it in its weaker form: NIMB + NIH not invented here). Thank Nazifascism for that. Italy had it, but it quickly fade out in the 1960's. Spain and France still have it. Hopefully less and less as time goes by.
