It's a complex issue. I'm willing to help people who work hard on getting out of bad situations. I'm not willing to solve their problems mostly or completely on my own. That necessarily implies some degree of American individualism in the person looking for help. Without that the helpee sooner or later will run out of luck (and/or "other people's money") no matter what you do.
