It's referring to https://en.wikipedia.org/wiki/Hype_cycle https://en.wikipedia.org/wiki/Hype_cycle which is meant to describe the pattern of hype -> disillusionment -> eventual larger-scale adoption that often accompanies new technologies. Seems like a fair estimate that it's near that peak given that Bitcoin has broadly reaching excitement around it but few similarly broad use cases as of yet.
