One thing I'd add is that the potential for new technology to better identify risks also is the potential to nullify the need for insurance. It is fundamentally the uncertainty over which house will burn down that leads to the need for insurance; if anyone had a 100% accurate model, the folks who were definitely not going to have their house burn down would not need insurance.
