Why is no one talking about healthcare? I work in the tenderloin and it seems that quality of life would increase dramatically if they would get mental health

Why is no one talking about healthcare? I work in the tenderloin and it seems that quality of life would increase dramatically if they would get mental health and medication, seems pretty obvious to me. How about spending all of those millions on free healthcare for the bottom 5% ?
