Anecdotal: I’ve had numerous instances in iOS 10.3 where background apps have caused noticeable pauses on the main UI thread in the current app; closing all background apps makes things run smoothly again. My theory is that the increased RAM on the new iPad Pro is causing iOS to not suspend apps properly. Maybe next weekend I’ll spend the time to write a CADisplayLink debugging app to demonstrate the performance penalty of leaving apps open in the background...
