Notice USS Port Royal wouldn't have grounded even with all those failures/issues of inexperienced crew, sleep deprived captain, misred equipment, if they they just didn't get close to the shore at evening time. And yes, the captain simply could've have said no and told the contractors to stuff it. But he didn't for whatever reason.
