Can POW thwart predatory ticket resellers (e.g. stubhub and other a-holes)?

Went to buy LCD Soundsystem Tix in DC. Sold out in 2 min. Went to Stubhub to find ~100 tix at a 89-1400% mark-up (yes, you read that right). Obviously, they used bots. I'm wondering if Proof of Work can be used somehow to slow these jackholes down and give regular fans a chance to buy tix at face-value.
