ISIS in a perfect world would be combated by UN peacekeepers and allies of Syria and Iraq in the territories they control. The international supporters are just domestic terrorists, to be dealt with by police. Really nothing changes from present day, except that Russia and the US aren't doing their own thing in the region with their own militaries, which is largely what caused most of the unrest and extremism in the region - their interventions for the past century in that area.
