Safeway does this in the US - pay for delivery, pay more for a one hour window, rather than 2 hours. If you do infrequent orders, as I used to (say once a month or less, for things I couldn't get at Trader Joes, or just for booze, which is heavy) then you can often get delivery for free, with some voucher code. More frequently then that, though, and you pay for it. Since we didn't have a car it was very helpful for us.
