Prison should be run by the state to accomplish its aims (whether rehabilitative or retributive). Outsourcing it and attaching financial gain to it just encourages abuse. Certainly they could have whipped him daily and that too would have discouraged future lawbreaking but at some point we have to ask "is this justice or abusive?"
