Annecdotaly, most non-tech people I speak to just don't understand the Internet (or how far it extends into their lives). They seem to see the internet as the web browser they use for Facebook, and not how far it extends into what they do every day. As such many seem to think it can be regulated like television, and few seem to understand the implications of backdooring encryption and whatever else.
Ultimately it's a 'we trust the government' and 'I have nothing to hide'. It seems difficult for most people to see outside their own bubble, especially when they're frightened of an invisible enemy.
