Spurring investment in a country whose economy subsists almost solely on oil and coal controlled by former soviet Politburo officials and their hanger-on thugs, who then "nationalize" and otherwise stifle outside competition. Then they all hole up in their high-rise Onion domes in Moscow while the rest of the country fights for the scraps in an all-grey market economy. Sounds like a sound business plan to me.
