The whole system is based on the fact that not someone with a higher hashrate comes along. State-level actors might be not be a threat to the system right now but wait until it gets more and more popular. Most of the miners (and the hashrate) are in China and the Chinese government will not sit with their hands in their laps while a unregulated currency becomes widely adopted in the country.
