Some case #46c: The person is a citizen of a country with a national identity card, yet resides in another country wherein he or she has lost that identity card, cannot return to the country of citizenship to replace said identity card, and country of citizenship will not replace the identity card outside of that country. :) (Hello, fellow Uruguayan)
