I think you do the article a disservice to try and summarize it in such limited fashion. It considers questions such as why does trade today/globalization no longer seem to have the benefits economists consistently claim it does, or did in the past? How does this tie to labor in the US? I'm not even sure why you consider the part your quoted based on a faulty premise, when it sounds like you agree with it.
