What a terrible visualization! It tells you nothing until you click on it, and is very hard to read even after you've clicked. The main map should color counties by net inward and outward migration so you can see highlights and broad regional patterns at a glance. Upon clicking a county, it should color the remaining counties by net inward and outward migration relative to the highlighted one.
