In the video it shows that the AI is only able to do one of three things: "go left", "go forward", and "go right". It can't choose to hover in place because that isn't an intent it can express. Although I don't know why it couldn't just keep going around in tight circles? Funnily enough, if you've ever implemented a Pacman clone, this is also how the ghost AI works.
