It's unfortunate and may be entirely out of their control but I would consider them incompetent for the position and irresponsible to trust them with the responsibility. They shouldn't be holding a position where being able to calculate basic maths is (or should be, in regards to budgets...) necessary any more than a dyslexic should be an editor/spellchecker.
