And what about people who really are bad at math like dyslexia?

  People with dyscalculia are, obviously, exempt. In the saem way that you would give dyslexic people a pass on spelling. But everyone else should make a reasonable attempt to grasp the basics.

  It's unfortunate and may be entirely out of their control but I would consider them incompetent for the position and irresponsible to trust them with the responsibility. They shouldn't be holding a position where being able to calculate basic maths is (or should be, in regards to budgets...) necessary any more than a dyslexic should be an editor/spellchecker.
