I don't see any problem with someone wanting to sleep in their car in a parked lot that otherwise wouldn't be occupied. The fact that homeowners pay property tax doesn't have anything to do with anything. I rent and I don't pay property taxes either. If it makes you feel better, these people pay income and sales tax.
