My bank in Germany offers a similar system - of course, there are limits to the security as well but there is no public infrastructure, radio transmission or an OS involved. Edit: I also don't need to make transactions often enough for it to be cumbersome - if I was travelling a lot for business and needed to make a lot of transactions, I'd worry about losing the device and being unable to do anything without it.
