Considering your major is CS I think UIUC is the better choice, their STEM programs are much stronger than UVA's. I'm not sure the size and strength of the program help you that much when applying, but I think a good CS program will prepare you much better for a job (and interviews) in tech compared to somewhere like UVA. That being said, I think they are both good choices. If you are sufficiently motivated there will be ample opportunities for whatever kind of tech entrepreneurship you have in mind at either school.
