As the article mentions (and in my experience having lived and cooked in Chinatown for years) this is fresh produce from small wholesalers, not near-expired undesirables. I don't doubt, however, that mostly untracked/untaxed cash transactions (both store-customer and wholesaler-store) contribute to some of the price differential.
