What an odd statement this is: "We want to make the process both for victims and witnesses as user-friendly as possible, but we are not going to allow them to determine the future of the case." It sounds a lot like "We're big believers in using evidence and witnesses to prosecute cases, but we're not about to let any of that deter a successful prosecution where one is warranted" I'm sure they don't mean it that way, right?
