Whenever I read something like "We will make the code to reproduce these results publicly available", instead of making be happy, it makes me sad that so many people never follow through. That's a huge disappointment if the paper's ideas really would've helped you. Yes it must be the norm, but if the code isn't available at peer review time, chances are nonzero it's never going to be.
