I used to volunteer with meals on wheels in Harlem, and I swear the people in those buildings were 10x nicer and friendlier than the people in my own lower manhattan apt building. In the projects, people always make eye contact and say "good morning"; in my building, people pretended like the other tenants didn't exist.
