Find myself in agreement with both of you. As you say you can't put them all first, however I've found anecdotally that risk and constraints are disproportionally placed last in many orgs. Of course, there's the opposite extreme too, where long time team members and management ivory-tower themselves to micromanage every tech choice and then prescribe it throughout an organisation without much input.
