Then we got lucky.
We hired a developer who had just moved here from Slovakia. He had lots of friends back home who were looking for work.
He now leads our 'outsourced' division which costs less than the cheapo corporations that spam me with 'OUTSORCED LABOR' e-mails. They work hard, they love what they're doing, and they are GREAT coders. We have a personal relationship with each of them.
The best part is, because they're each freelance coders, they can recommend 2-3 friends and vouch for them personally. They benefit from hooking their friend up with work and we benefit from their solid recommendation.
Would this work if we didn't have a developer from the country? Probably not. But it works for us :)
