I worked as a dc tech during the .com bust recovery period
and the level of incompetence and the personalities I encountered led me to leave < 6 months.
Any decent SA from my generation can code a one-off virtualization base without too much problem using kvm/qemu.
LXC is a clean in-fit to that. Sounds like this is standard RS procedure. Fleece the idiots, use the willing, and promote the owlshit.
