It still seems bad to me. Lets suppose your hiring process is fantastic, and there is an unlimited pool of high quality candidates. Every time you fire a below-10% person, you hire someone who is better than everyone else on the team. In that situation, you've designed a company where EVERY employee has been with the company for less than 10 years.

Nobody has a fantastic hiring process and an unlimited pool of high quality candidates. But in that fantasy situation, you've designed a company where everyone is with the company for 10 years (unless they voluntarily leave), and where your overall quality level is amazing and always increasing. It sounds like there are worse problems in the world.
